A user with the District Assessment Coordinator role is unable to access the Students by District report, although they can access other operational reports.
Although District Assessment Coordinators have access to operational reports in general, the Students by District report specifically is only available to users with the Data Administrator role.
Contact a user at your organization with the Data Administrator role to generate this report.
