Yes, you can create test sessions in advance. However, the test session search function only searches for students rostered to the current term. If students have not yet been rostered, or the term for which they are rostered has not yet begun, you will not be able to create the test sessions. See

Test sessions exist for the current and previous two (2) terms, or until the session is deleted. Any test sessions older than the previous 2 terms are deleted.
